Yes, that is exactly what they were designed for. For people who
have a bunch of asynchronous sources (i.e. consumer cameras, etc.)

Some of the "higher end" Panasonic ones may have >4 inputs?
Probably not that big a selection, though. People with that many
inputs are more likely to have more sophisticated (i.e. synchronous)
systems.
Even getting two non-CCU cameras to mach color (so you can
switch between them) is pretty tricky. Doing it with 3 or 4 or
more cameras is one of my definitions of practical insanity.
