If Premiere can import MPEG-2 transport stream files, you could use
CapDVHS to capture an entire tape to disk and then import that to
Premiere. I'm not entirely sure of what Premiere is doing, but I'm
guessing it's the transcoding to a different codec which is killing
your captures.
