I can easily create this effect in Premiere, and I suspect you'd be able to
do it in Vegas as well. The technique involves creating a mask that follows
the handwriting, then (using a program like Photoshop), "filling" the mask
with a gradient such that it follows the direction of the writing. You then
stack the mask over the writing, wipe the mask and . . . voila . . .
handwriting appears. The technique (for Premiere) is described here in one
of the tutorials:
