Someone mentioned Apple's Live Type which comes with the Final Cut Pro
Suite.
It does exactly what you want.
Type the text and since each letter is actually a small Quicktime Movie,
it animates the handwriting action instantly.
Outputs a quicktime movie complete with alpha channel (transparent)
background and semi-transparent drop shadow if you've specified one.
Drop the result over any video clip and you're done.
Actually, now that I think about it, just find someone who has FCP. Give
them the text you want handwritten, and they can generate a Quicktime
movie with your effect in a few minutes.
