I think you are splitting hairs here. Resolution might be an
unfortunate choice of terms, but it kind of works in this context.
The resulting image has more pixels than the original so it
is in effect a higher resolution image. Even if pixels were just
doubled and the image looked exactly like the original, the
image at the output would have more data than the original.
Interpolation can be an improvement over simple doubling
by using clever algorithms that look to more than adjacent
pixels, but also look for edges and textures within the image
to make better decisions about what information MIGHT have
been in the original scene.
No one is saying that the original data that was missing in the
video has been recovered. That can not be done. But good
guesses can be made about what might have been there
and thus produce an image that is an improvement over the
original. Technically, it would be a higher resolution image,
even though the added information is derived by algorithm
and may indeed not be the correct information.
