It is sort of a misnomer to say upsample to a higher resolution. You
can expand the video so there are more pixels, but that isn't going to
make it higher resolution. With QuickTime (available on Macs), you can
read a 256 x 256 file and export it back out at any size you choose, of
course at full screeen it is going to look pretty bad.
