I don't know what your budget is for this but a cheap "let's just try
it for now before we spend" alternative to a teleprompter would be to
use a computer screen, a word processor like MS Word, very large font
sizes, and a scroll-button mouse.
When you use a scroll-button mouse and click on the scroll button, the
cursor on the screen changes to a scrolling cursor that automatically
scrolls the screen up or down - anything from a slow scroll to a
fly-by, depending on how far you pull the mouse toward you or push it
away.
You can select a "web page" view from the word processor which would
eliminate the page breaks and give one continuous screen.
The further away the screen is from the talent, the less eye movement
will be evident and the more it will appear that they are looking
directly at the camera lens.
This is not a replacement for a good teleprompter, but it may be a
starting point, depending on budget etc.
