Now let me just say that I am definitely not referring to region
coding. I know all about what that is. :)
My question is, can DVDs intrinsically be PAL or NTSC only? I was told
that DVDs are "neutral" in this respect and that it's only the DVD
players themselves, that convert to PAL or NTSC as needed.
Meaning, there is no such thing as a "PAL format" or "NTSC format" DVD.
Is this true?
