Those are maximum speeds.
But you do not select them - the software selects them. Try DVD
Decrypter - it lets you choose the burn speed explicitly.

I got rid of a Sony Coaster Maker (TM) for an NEC 3540. I did an even
trade so the vendor ended up preserving his profit because the Sony
was more expensive. But we had used it for 9 months so I did not
complain. No more coasters.
