That's a variation of Parkinson's Law about man filling all available
space.
I once lived near a family that was avid junk collectors. They lived
at the flea markets and hauled half of them home each trip. First they
completely filled a 2 car garage then spilled onto the concrete
driveway working their way to the street. It was a garage in the rear
of the house so there was a lot of driveway to fill up. Eventually
they built lean-to's to cover the junk on the driveway. It was quite a
spectical. There were no deed restrictions because the house was in
the county on a free-standing lot. We left the area never to return -
I wonder if they worked their way to the sidewalks.
