Lots of different answers, eh?
Here's another:
Get DVD Shrink. It will allow you to extract just the parts of
DVD/VOBs which you want.
If you need more precise (any frame) cutting, then VideoReDo (US$50)
is really the only way to go today. It also claims to output VOB
format files, so your next step may be very simple having used it.
To create a new DVD from your collection you only need know that you
would or would not like to have menus. If the latter, then the free
IFOEdit should collect your edited VOBs into the proper structure for
burning. If the former, then you need a menu program (far too often
called "authoring") which will allow you to design menus and then
build the DVD structure. The oft mentioned TMPGDVDAUTHOR or something
like that is probably the least expensive among commercial products.
There is absolutely no need to use Divx anywhere in your process. If
you do choose to do that, I'd strongly advise you leave your work in
that format and get a player than deals with it.
Oh, BTW, I hope you have a few gig of hard disk available?
