You need to use a DVD Authoring program to process the mpeg file into a collection of vob, ifo and bup files.
 Then you burn these files that should be in a folder called VIDEO_TS to disc
 as DVD video definitely not DATA if you wish to produce a conventional DVD
 disc that will play in a stand alone player
