1) the encoder algorithms differ. Optimized ones can do better.
2) the electronics better - lower noise paths, etc. = better signal from
the analog input.
3) the tv tuner's better = lower noise, better sensitivity, etc.
4) the noise reduction, chroma filters, etc. are different.

There's a lot of analog signal processing that can be done before it
hits the digitizer, and after, a lot more. Differences can result in
better recording quality.

Anyways, if you want top-notch, then there's two:
Pioneer - low end with the 220S model or thereabouts at $200 price
range do better than the $100-200 models (see www.videohelp.com ->
forums -> threads comparing 220s vs. iLo models and others with image
capture samples to compare). Or, if you simply use the FINE mode, then
their dual-layer recorders will give you excellent quality through the
use of a high encoding bitrate (vs. SP/EP/LP).
Panasonic for LP mode. They've added multi-path encoders to these
models, which means it can test out several encoding methods on each
frame at the same time, then pick the pathway that produces the best
image for that particularly time. As a result, it can record 500 lines
of resolution in LP mode vs. 250 lines like most recorders, and image
quality is improved across the board.

These two brands generally do very well, if not tops, in most
Japanese computer and AV magazine reviews, and are the ones to look at
first if you want a high-quality recorder w/o searching and testing
individual decks one-by-one.
