I got a response from them and they have 5 universal programmable
learning remotes, ranging from expensive to cheap. I looked closely at
the RCA unit and found it a lot cheaper elsewhere.

$26 vs. $40.
However I found out in user's reviews elsewhere (amazon, epinions,
etc) that this model has some bad characteristics like the numberical
keypad not working after some use and so on.
Best Buy has that Philips learning remote for $14 and although it does
not have everything on it, it has enough to make it an everyday remote
thereby sparing the original units the damage from daily use.
