Damn Straight!
Most people do not realize that a DVD is burned from the inside to the
outside. If the burn strategy is CAV (constant angular velocity) then
the linear speed of the medium past the laser increases with radius.
At the end of full burn, the disc is going past the laser at MAX
speed, and that is why the end of movies get corrupted. By lowering
the MAX speed, you avoid that problem at a slight increase in burn
time. The increase in burn time is slight because most of the burn is
at a speed lower than MAX.
