Can't remember the exact method as I am at work and don't have Vegas here.
But basically if you right-click on a video event on the timeline and look
at the properties, I think it's there you'll find something like 'sub-sample
rate'. The documentation makes it sound (to me at least) as if it will lead
to slow motion, but it actually leads to a slow shutter effect.
