Well, the laserdisc versions still exist; he could always just make them
off of those, if he had to. I do remember hearing the rumor that the
original negatives of the unaltered versions were all destroyed, but I
don't know if that's true.
And while they might still be bootlegged, it wouldn't be nearly to the
extent they are now. Most bootlegs I've seen are of movies you can't buy
commercially. Why would a fan pay a bootlegger when he can buy a
professionally made version? Maybe if they're cheaper, but even then, I
don't think the number of people who buy unaltered SW OT bootlegs would
be anywhere near as great as it is now.
Problem is, these days, Lucas gives fans who want the unaltered versions
on DVD no choice but to buy an illegal copy. I'd LOVE to give Lucas the
money for an official version, but he doesn't want it. I always thought
Lucas was against piracy (he released Phantom menace on DVD to thwart
the pirates, I think), but in this case, he's their best friend. If it
wasn't for his decision to keep the unaltered versions off DVD, they'd
have no market for their bootleg copies.
I know Lucas isn't hurting for money; I'd think for him it'd be more the
principle. And a little more money never hurts!
