OK, so if you want to spend the least amount of money and buy a card that
has little RAM and poor graphics acceleration, you can still edit video, if
your editing program doesn't require the use of the GPU or certain amount of
video ram, with a pretty cheap video card.
On the other hand, if you go spend $500 on the latest gaming cards, you
won't notice the benefit in video editing, just good 3d rendering on screen
graphics.
So why not go the middle route, and spend about $149-$199 on a decent middle
of the road graphics card, so you have 256 video ram, decent 3d direct x
performance and be able to use the gpu for rendering etc..
I recommend something like the NVIDIA 6600 in that price range.
