That didn't deter ISP's in the UK. They doubled the line speed at the same
time they capped downloads such that the average customer will use up his
allocation within half a morning. Mine is still uncapped but I suspect
that's because I seldom maxed-out in the past. Now I've got a decent
newsserver I suspect they'll cap me.
