I'm not terribly surprised that they ship new printers with less
than full cartridges. I *would* be surprised if they admitted it
in print. :-)
A friend of mine works in the HP division that engineers the ink
cartridges and he didn't disagree with my observation that they
essentially sell the printers below cost as "loss-leaders" and
make the revenue on ink cartridges. All of them, not just HP.
Even in laser printers. Witness the latest HP color laser printer,
<$400 and it costs nearly that much to put four new toner
cartridges into it.
