The most obvious question to me is - does the video actually have to
be played on a stand alone DVD player ? If you can playback on a
computer, you can do an awful lot of good at well under 3mbps ;-)
That'd make for very nice MPEG4, WMV or H264 video with good quality
audio streams. MPEG2 isn't that great at retaining image quality and
introduces motion artefacts compressing down to the levels you're
talking about.
