You are right. don't tighten it down any further.
The plate screw(s) is (are) too long and is most likely bottoming out
inside the camera.
Either get slightly shorter screws or grind or file down the existing
one(s)
Washers won't cut it because you want a tight fit against the bottom
of the camera.
Washers on the bottom of the plate won't work either because there is
no room for them.
Now, there may be another option and that is to glue down a layer of
cork gasket material (found at auto parts stores in sheets) onto the
plate where the plate meets the camera base and then attach it to the
camera base. The cork will act as a full spacer and won't allow much
wiggle room. It also helps to keep the camera from pivoting around if
there is only one screw on the base.
