I copy DVD recorder DVD+RW recordings all the time on PC to DVD-R.
I would first suspect marginal media.

Try copying VIDEO_TS and AUDIO_TS from your DVD to your hard drive
then burn using Nero's "Burn DVD Video Files".
(I prefer to use TMPGEnc DVD Author 1.6 and make a better looking menu
and edit out unwanted frames)
If you can't copy, try to recover VIDEO_TS and AUDIO_TS to you hard
drive with isobuster. (free trial)

If you can recover, I would look for better media
If you can't recover, I think something else going on with your PC
DVDRW setup.
If your drive supports Nero cdspeed disc quality test, you be able to
see all the sector errors on bad media
