No you don't.

Seems a curious way of doing it when you can just log into the Taiwanese
site directly and select the leave feedback option for the item you
want.
The text may not display properly on the actual page but the link in
your status bar does when your hovering over the correct option (e.g.
eBayISAPI.dll?LeaveFeedbackShow).
