You are, by using that Windows method, using what is sometimes called
packet writing software to burn your disk. It is not the standard CD
format and is not compatible with anything but the software used to
write it, much less external players.
You need to use standard burning software, and to create the CD by
dropping the file names into the software's burn list. Then you
instruct the software to proceed to burn the CD.
You don't want a video CD, you want a data CD with the JPEGs on it.
Some players will let you use a directory structure for this; others
might require all the JPEGs to be in the root directory.
Nero and Roxio are two common packages for this. You might find
something already present in Windows (I have no idea), or you might be
able to find free or cheap downloads to do this.
