That's why it won't play on a standalone DVD player. You need to Author the
DVD by "adding" the VOB files, creating chapters and menu's if you want them
and then let the program process the files - in doing so it will generate
the IFO and BUP files. These files "tells" the DVD player what to do. In a
computer all you need is basically the right mpeg codec and it will play the
VOB files okay (they are mpeg files with a specific header).
NeroVisionExpress will do but there are many many other programs you could
use.

There are some newer DVD players that will play mpeg files burnt as DATA but
generally there is a file size limit.
