Russia ihas the second biggest market in the world for music piracy.
The reason they cant be closed down is as I have explained the sheer
corruption in that country.
Sending in the police is like sending in Al capone to close a brewery.
The bent Russian govt has persistently moved at a snails pace to incoporate
international treaties into domestic law.

The typical selfish attitude that says stuff the artists, stuff the
copyright, stuff the producers.
You are clearly not involved in the arts and theft never bothers your
conscience.
Perhaps I should come around your gaf and steal some of your work.
Or perhaps you'd be happy to invent something , patent it, and then make it,
but never get paid for it. Worse still somelse steals it, copies it and
takes all the money for each one they sell.
Just because someone digitalised an artist/songwriter/producers work, there
still exists a copyright and it does not give you freedom to steal it.
I suggest you find out just why a copyright exists and just why your actions
are theft and killing music.
