I assume the DVD is connected using A/V cables, and the VCR through RF
(with maybe video, too?) In other words:
was RF: Cable -- VCR -- TV

now RF: Cable --+--VCR--TV1
+--TV2
+--TV3

A/V: DVD ---TV
VCR ---TV

You could put the splitter AFTER the VCR, although when the VCR is on
and playing, ALL TV's will have to watch it.

Otherwise, you could use some RF modulators to put the video on unused
channels and merge them into the cable. The basic ones you can buy in
stores normally only work on channels 3 or 4, which are probably used.
You can get a channel block, but you would need a specialty store or on-
line to find one. Also, cable boxes typically use a frequency just above
channel 4 for their data feed (guide data, programming..) and a cheap
modulator could interfere with that if you have or want a cable box.

Better is a programmable channel modulator that lets you put video on
most any channel you want. Basic single output ones are around $50, but
audio is mono. Stereo versions are $$$$.

You feed the A/V into the modulator, then the output to the cable
using a splitter in reverse. I use this for my cable box (a Comcast DVR)
to let me watch it in the bedroom:

In your case, the hookup would look a bit like this:
Cable --+--VCR--TV1
|
DVD--Mod--+--+
VCR--Mod-----+--+--TV2
+--TV3

You may also want some form of remote extender. Basic RF ones are
relatively cheap (about $35). I use this one with my setup:
