If the item itself is 18 or under it doesn't matter about the P&P, ie) DVD
17.50 + 4 P&P - the item itself is within the limit, so you get this
without Duty and VAT.
If the item itself is over 18 then you will get stung duty and VAT on both
the item and the P&P, ie) DVD 18.50 + 4 P&P , you will then have to pay
Duty and VAT on both the DVD and the P&P.
