Almost certainly it's dirty or broken heads recording corrupt data on
the tape. I suspect the reason you only see if when you move the camera
(or something moves through that side of the picture) is because the
codec is trying to hide errors by re-using the last valid data for that
part of the frame: which, if nothing is moving, will be almost
identical to the correct data that was lost.
