I'm betting the 8-pin serial EEPROM contains region coding stuff while
the M28C801 (an OTPROM ?) contains the firmware. If the latter is
indeed an OTPROM, then it is not flashable and will need to be
replaced with a pin compatible 1Mx8 (?) device.
That said, freezing and skipping usually indicates a problem with the
laser or the spin motor. Try cleaning the lens with a cotton bud
moistened with water. Avoid pressing too hard so that you don't damage
the focus or tracking coils.
