DRM is, in essence, a blanket term for all sorts of goodies a provider may
put onto their music files.

Some DRM will limit the number of copies you can make, or prevent transfer
to a third party, or allow you to transfer it to one portable machine. Or,
they may do all the above and more.

What you can or cannot do with a DRM-laden music file will depend largely on
where you get it from. You will need to check out the providers' policy on
what you get when you 'purchase' a track, or, rather, when you purchase the
right to listen to it. There are some exceptions (such as emusic.com, I
believe), but pretty much any site you 'purchase' music from will be selling
you DRM'd tracks.
