There are sites that have old films that are not on DVD and have
expired copyrights. I've DL'ed a couple of the old PRC films - a
small company with low budgets that only existed for a few years.
They specialized in cranking out "B" budget films - the kind that
were the second feature in double features of 40 years ago.
A big budget film for them was $100K. Most were less.

I found those at the 'archive' site listed earlier.

The one problem is that since these are PD films most appear to
have come from old TV prints when stations used to run films
locally and some are in rough shape.

And there are a lot of educational and promo films there too - all
legally free for downloading.
