I tired this and added a text file and a folder full of MP3s to the
disc. I haven't tried to burn it so I don't know if there's a situation
there. But no problems actually adding anything.
Considering that commercial movies on DVD often add subfolders that are
not part of the movie but for additional content for when you use the
disc on the computer, there's no injunction in the spec that should keep
you from doing this. Perhaps upgrading Nero or perhaps a different
program for burning will fix this.
