That's far too broad a question. Google "video editing" and you'll find a
lot of good basic information.

DV uses 13.7 gigabytes per hour of video. You'll need more than that
because effects, transitions and titles need to be rendered. If you burn
directly from the editing program, the software will need to create
temporary files up to 4.7 gigabytes in size.

If you're looking for something comparable, I like Adobe Premiere Pro for
editing and Adobe Encore for authoring. I use tmpgenc for transcoding,
though Encore can do it internally (for that matter Premiere Pro can burn
DVDs from within the program), but you won't get the maximum video quality.

RAM has nothing to do with frame rate. However, for ease of editing, I find
1 gigabyte of RAM is the minimum.
