If the seller states that he is going to self insure the shipment,
then he is basically just adding the cost of insurance to the cost of
the product. But if he represents that he is going to use the
insurance money to insure with the carrier and doesn't then that is
fraud and should be investigated by the authorities.

Every time I see the insurance charge it is part of the carrier's
fees. I have never seen a seller state that they were insuring the
shipment.

If I pay for insurance and the seller uses that money to pay the
carrier for insurance, then I make my claim with the carrier.
I wish ebay would do something about educating people like you who do
not understand the rudiments of shipping.
