You really have no experience in any of this, do you?

First, like it says, *either* can file the claim. If the buyer does it,
USPS will send a letter to the seller asking for the documents.

BUT, if you are talking about online postage via PayPal, both the
buyer and seller have access to the only receipt that states the
shipping and insurance that was paid. Why should the buyer
have to wait for the seller to print that out, when they could print
it themselves and take it immediately to the PO?
