First of all it's unclear whether you are talking about actual audio CD's or
just CD's with a bunch of mp3 files on them. Your car's CD player (if it's
from the last few years) should be able to play any audio CD even one you've
burned yourself. However, it most likely will NOT be able to play a CD
loaded with mp3 files unless it specifically states that in the
specifications. If it actually does play mp3's, then, considering the
typically noisy car environment, I doubt most people would be able to
discern the differences between 160kbps and 128 kbps mp3's played in a
moving car. That said, you can do your own experiment in which you rip a
regular commercial CD to both 160 kbps and 128 kbps mp3 files and see if you
can tell a difference when they are played in your car stereo.
