This is a built-in limitation to make ripping commercially pressed DVD
less attractive. You need patched foirmware for your drive to disable
the "rip-lock" limitation. The Firmware Page has lots of formware that
does this, in additon to removing the region Protection Coding (RPC)
of your drive.
