Only ones that run Windows? The Sega Dreamcast runs Windows CE, does that

You heard it here first folks! Cell phones are PCs that "just happen to
contain communications hardware."
Hey, wait, my home PC just happens to contain communications hardware, I
guess that makes it a cell phone! A giant, clunky one with lots of parts,
but a cell phone nonetheless.
