Taking what on Digibeta -> digital

Hi Guys,

We're currently working on a software product that manipulates high end
video and output's broadcast quality video. I should state up front that
although I've managed to learn a lot about the digital side of video
production that I don't have much practical experience (which is of
course why I'm asking here :) - ).

Our client currently has some footage on Digibeta that I would like him
to send me. They send me say 10 or 20 10 seconds cuts (seperate files)
and I then splice \ merge these files to produce the final output.

When I receive the video in digital format however, it looks like the
interlacing is somehow off and when playing it back through a TV monitor
you can visibly see a shimmer \ something's not right.

After doing a little research I discovered that Digibeta is 720 x 486 -
where digital NTSC standard is 720 x 480. What I suspect is happening is
that when he takes it from Digibeta to MEPG-2, it is somehow vertically
resizing the interlaced frame and causing this problem.

I was wondering if anyone has experienced anything like this before and
if you could possibly help me understand what's going on here.
