I would contact all of the above... police (not that they'll do anything,
but just to have it on record), citizen's advice bureau (wherever that is),
and also contact any relevant tv/radio programme like Watchdog.
Write it down once in as much detail as possible. That'll save you having to
go over it all again & again.
Keep calling to his house of course.
Your chances look slim to be honest (as you know), but you might stand a
chance if you keep the pressure on him... get a phone number at least and
keep ringing.
I suppose there's no possibility that he's convalescing and will be back
asap?
....A nice Get Well Soon card through his door might do more than any of the
above to shift him. Try that first!
Also... I know you know, but I gotta say it... I wasn't going to, but I now
feel I have to... _what_ were you doing paying in full before the work was
done!!??
