If your recorder has line inputs (called IN1, IN2, etc on some), then
yes.

Connect the Audio (red and white) outputs from your cable box to the
corresponding inputs on the recorder, and do the same with *one* of the
video outputs of your cable box (Composite or S-Video - or even
Component, if it's available on both).

Set up your recorder to record from the input you plugged those cables
into.

Some recorders have the capability to attach an infra-red emitter that
you can place in front of your cable box so that the recorder can
control the cable box.

I am sure that all that I said above is in the manual for your
recorder. Please feel free to read that manual and to look at the
diagrams that are there.
