In my experience, WMV is *not* "overkill". It is an excellent
choice for the stated application (at least as it has been
described here.)

OTOH, VCDs and MPEG1 are rather risky unless you have
confirmed that all the potential PC viewers are equipped to
play these back. The percentage of standalone DVD players
that will play VCDs are so small it is not worth the trouble
for standalone users. Videohelp likely still publishes their
statistics of how many different models of DVD players
will play VCD. It was pretty small last time I looked.
