It was probably explorer itself. There's a useful free utility called
WhoLockMe on the net (Google for it), which places an entry in the
explorer context menu, which you can use to identify which app has a
file or folder locked. I use it a lot.
I eventually got sick of the general all-around crapness of the
explorer locking mechanism, and wrote my own simple program which
marks a file/folder for deletion at the next reboot.
