Or (as recently updated by Digital Bits), it could have to do with
Warner/BBC's last-minute announcement to repackage the Season 1 set as
individual disks later in November--
Netflix tends to get very nervous about double-sided TV disk sets (and
has Warner under contract to burn special 1-sided versions for rental),
and may be holding out for the rental-safer individual-disk option.
(This, coming on the heels of "DW: the Beginning" being pulled from NF's
catalogs, after the 2-disk/3-disk packaging mixup.)
Our lesson for today:
Sometimes, it AIN'T "throttling" that causes Very Long Waits.
