perhaps because it does so much more than check minimum shares - and
it lets the user decide their own share parameters.
LH can be set to open additional share slots if UL bw is not being
fully utilized.
LH can protect ones system from queuehawgs - important since huge
queues tend to overload winmx, can cause freezeup and crashes and
break the AEQ function.
