People are different, and some cope with the heat better than others. I
would feel more comfortable sitting at my desk if it was 18-20C, at this
temp my wife would be moaning like hell! I'd much rather it was colder - I
can always put a jumper on - but when it reaches a certain temperature there
is a limit to what you can do (its not always appropriate to be naked at you
desk!).
