Yeah, something is broken (probably the digital audio input). A delay of
up to 15 seconds isn't unusual for some newer units that go through self-
tests before they are completely on, but 3 minutes is way too long.

Now, it could be that your DVD player is sending slightly out of spec
digital audio, and it takes a while for the receiver to sync up, but then
you would have the same problem every time you turned off the DVD player
without turning off the receiver.
