VIDEO TRANSFER QUESTION ???

Hi group, DrD here with a Video Transfer question.

BACKGROUND
I have a new client that we tape a two (sometimes three) camera shoots over
a 3-4 hour continuous shoot and tape their program onto miniDV tapes and
then send them the 6 to 8 tapes (sometimes 9 to 12 tapes) and they do the
editing. Formerly they received their media from the former media
contractor in BetaCAM with timecode but we supply their shows in miniDV
(this was all part of the agreement from the get go for those who might be
thinking "you mean you didn't know this beforehand?" - - which of course we
did).

As of present (the agreement) the miniDV tapes are sent out, taped onto a
BetaCAM tape with timecode and then delivered to the client (reason why we
send them out instead of taping to BetaCAM ourselves? we are not going to
buy another disappearing BetaCAM pro recorder that costs less to buy a newer
used one than it does to have the old one fixed everytime it gets sick) The
cleint reviews the timecoded BetaCAM tapes, decides what parts they desire
to use for their programs, denotes the timecode references, sends the tapes
to the editor along with the timecode scripts, wherein the editor produces
the respective programs using the BetaCAM tapes and timecode scripts.

DELIMA?
So here's the delima . . anyone know of an inexpensive newer BetaCAM
recorder (under $1,000) that puts down timecode other than all the used
stuff on the market that keeps going up in price as the number of units
continue to disappear from the market? Or anyone know of a smiliar tape
format that delivers decently high quality video that has time code (svhs
for example but with timecode - and in current production)? Moreover, any
other delivery format that can have timecode and isn't overly pricey?
Please bear in mind that if there's gear involved the cost must be
reasonable as we will have to buy and deliver one to our client for their
use in viewing our captures and also we will have to deliver another like
piece of gear to their editor so that they can use the timecode format for
the final captures and edits.

We've thought about capturing AVI on firestore but how to deliver the AVI to
the client in one continuous tape or file format with the timecode in a
continuous format but don't know of anyway to do it? And we've thought
about the idea of even capturing some kind of high quality MPEG2 format on
the fly by external camera means but are a loss on this arena because we
don't know enough about it.

HELP?
Well theres the background, delima, and areas we've explored. Now, your
help would be greatly appreciated. Please feel free to bounce ideas,
thoughts, or solutions, to us because we're at a delimia on how to resolve
this puppy. Don't get me wrong, we can continue to do what we're doing but
the cost and time to deliver and pass tapes around is not only cumbersome
but risky (lost shipment).
